If Sabre eventually finds his way on an ROH card I think that would be held off until the Honor United Tour. In fact I could see him being made the big deal of that tour.

Since Bully is complaining about young wrestlers not pay their dues, he could use Woods as a guy trying to learn the right way. Really it's a rehash of the Decade angle but giving Woods something to do and getting him over would be worth it.

Woods has been around too long and too kayfabe successful for that to work, IMO. It'd have to be someone who is more of a blank slate, like either someone totally new or maybe Coast 2 Coast.

Coast 2 Coast could work there considering they could have them in Kayfabe resent the inferior Cheeseburger who came up the same ways as them yet has been promoted by the company and has gotten opportunity that he doesn't necessarily deserve.

Why would they have to be a Dudley Boyz tribute act? Nothing is saying they will have to get Bully's tables. They'd just be a team for him to manage so that he can actually do something productive in his promos by putting them over. Plus it'd make them a little less bland to be heels.
