For each era, I'm listing what I consider the 3 most prominent faces of the company. I couldn't figure out where the Briscoes fit over any of the individual acts I listed.
2002-2003: Low Ki, Christopher Daniels, CM Punk
2004-2005: Samoa Joe, CM Punk, Homicide
2006-2008: Austin Aries, Bryan Danielson, Nigel McGuinness
2009-2011: Tyler Black, Kevin Steen, Austin Aries
2011-2012: Davey Richards, Eddie Edwards, Roderick Strong
2013-current: Kevin Steen, Adam Cole, Michael Elgin

I consider 2009-11 more like Tyler/Roddy/Aries, not that I would pick it anyway.
2004-5 is what I think a lot of people will pick, but I started watching in the era of Aries/Dragon/Nigel where there were so many ****1/2+ matches with this combo and against others.

The body of work between Danielson, McGuinness and Aries from 06-08 is phenomenal, that's the period we got the very best of the Briscoes. They'd be a very close, and clear, fourth.

2006-2008 rivals any promotion in the US over the last 3 decades. That period was awesome.

In 2006, if Gabe had been able to book Punk/Joe/Homicide vs. Aries/Danielson/McGuinness, where would that have ended up on the MOTY ballots?

2006-2008: Austin Aries, Bryan Danielson, Nigel McGuinness those 3 had some many classic matches that it hard not to pick these 3 and the booking was more hit than miss

2006-2008: KENTA, Davey, Aries, Nigel, Bryan, Joe, Hero, Briscoes/Steenerico/AOTF (possibly the best tag team division the company ever had). The MCMG showed up for a couple ****1/2 matches as well.
That period was the building block to what we see today in WWE/TNA/ROH. Without that period as hot and amazing as it was, I don't think ROH is around today and we aren't even talking about this. Phenomenal matches, big moments, such a deep roster pool.
While 2004-2006 was probably the most memorable, the above mentioned period was the most important. Worldwide stars were made there. Cult heroes were made 2004-2006.
