Seems like it. They have kinda been hinting at it with the vids of her talking to QT and probably helping Corino but she was a heel against MsChif so it's established I think.

I don't think Veda was heel when she faced MsChif. The whole storyline was built around MsChif spitting the green mist in Veda's face and Veda standing up for herself so if anything MsChif was the heel in that match. Her treatment at the hands of ROH following this match was what started her heel turn, coupled with her involvement with Marshall Law (including being at ringside with QT at the Chattanooga show) and her discussion with Steve Corino, as was previously mentioned.
