It's not an exaggeration to deem the Death Before Dishonor IV main event to be the greatest War Games rules match of the 21st Century so far. It has the action and the atmosphere, along with the characters, consistent booking, and all the important drink-stirring elements going in that made it a truly delicious experience.
But in the history of War Games, which would include the NWA, WCW, NXT, MLW, Blood & Guts, Steel Cage Warfare, Lethal Lockdown, other Cages of Death, and a variety of others in low-rent indies, what can honestly be put in the same conversation as the masterpiece that took place on July 15, 2006?

Which War Games style match is on par with Cage of Death 2006?

I can't recall anything I'd put in the conversation w/ CoD 2006. Hugely important storyline for ROH (and CZW), great match, tons of talent in the match, and multiple well-told stories during and after the match's completion.
ROH tried to achieve something similar with the end of the SCUM-ROH feud, which was neither as important nor interesting as ROH/CZW, plus the match wasn't anything special. Same for the DBD cage match w/ AotF, Briscoes, and Necro. And even further down from those is the SnS/Albright, Roddy, Bobby Dempsey cage match.
Some of the early Lethal Lockdowns were good and stacked with talent, but the feuds that led to them were so-so.
WWE's been PG for so much of the time you're referring to, so can't think of anything there.
PWG's Guerilla Warfare w/ Mount Rushmore in 2016 was a big deal for them, but not indy wrestling at large. Great match, but tainted by Joey Ryan's involvement. Also not a cage match, but the closest PWG gets to something like War Games.

Which matches before the births of ROH/TNA would you say are up to par?

id say Wargames 92 is better than Cage of Death 2006.
