Only guy who it would feel right to win it in my opinion is Strong, maybe even Fish. Cole, Jay Briscoe, Kyle, or Colt winning it right now would just feel too forced to me.

Hasn't proven to be worthy of a reign yet. Kayfabe wise a last one on one opportunity as he has yet to be cleanly/decisively beaten by Lethal makes sense but putting the strap on him would not be right just yet.
